The nuclearisation of India and its subsequent rise are further forcing the world to redefine its relationship with the treaty. However, the international response is quite mixed. The old mindset still thinks that India may join the treaty as a Non-Nuclear Weapon State. Scholars appear divided whether India should join the treaty as a nuclear weapon country. The book discusses current crises of the Nuclear Non-Proliferation Treaty which are going to figure in the 2010 Review Conference of the treaty. This book was published as a special issue of The Strategic Analysis.

Book excerpt: This paper describes the evolution of the Non-Proliferation Regime through its major phases and the dynamics of the transformation which marked these phases, through a contextualisation of the security or geo-strategic environment of each phase. This paper has also made a conceptual study of the regime and the philosophical framework that shape the creation of the regime and its major shifts and makes an assessment of the concept of the non-proliferation regime through the Regime Theory framework and attempts to explain the paradigm that shaped the regime’s initial principles and goes on to explain the evolution in terms of the paradigmatic shifts. The attempt is to analyse the Indian approach to the regime through its response to the major structures and norms formulated by the regime during its evolution. It explains India’s policy on the regime’s fundamental tools on three key areas: non-proliferation, disarmament and peaceful uses of nuclear energy. The analysis being done through these categories will look at India’s policy on or approaches towards key instruments like the NPT, nuclear test ban, ending fissile materials production, safeguards, export controls, etc. Lastly the paper looks into the dynamics of the post-1998 and post nuclear-deal phase when India is supposed to be attempting to integrate with the regime and its principles. How is India attempting to do this? What are the key challenges and obstacles towards this objective? What are the means for greater Indian integration with the regime? My idea is to actually bring out the new diplomacy that India has, how the global politics is viewing India’s new status after the Indo-US nuclear treaty, and lastly to bring out the changing dynamics in the nuclear diplomacy. India has to play a critical role in tackling these challenges. India has to play the role of a responsible player in minimising proliferation dangers by actively engaging in the non-proliferation regime.

Book excerpt: This volume appears at a time when the prospects for banishing the threat of nuclear annihilation are brighter than at any time since the first atomic device exploded over the desert at Alamogordo. The last few years have seen an ex traordinary change in the climate of East-West relations. The programme of political and economic reform which President Gorbachev initiated in the Soviet Union and which is now spreading throughout most of Eastern Europe has been parallelled by serious efforts to reach agreement on measures for conventional and nuclear disarmament. This has led to new hope that international peace and security can at last be built upon the firm foundation of justice, respect for in ternational law and a determination to approach problems in a spirit of genuine co-operation rather than one of distrust and confrontation. This new climate encourages us in the belief that the obvious common sense of preventing the further spread of nuclear weapons will come to be shared by all nations. At the same time, we have to recognize two very disturbing facts, which imply that there can be no slackening of our efforts to strengthen the non-proliferation regime.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the state of the nuclear non-proliferation regime and the issues it faces in the early 21st century. Despite the fact that most countries in the world have signed the Non-Proliferation Treaty (NPT) there is growing concern that the NPT is in serious trouble and may not be able to stop the further spread of nuclear weapons. If so, international stability will be undermined, with potentially disastrous consequences, and the vision of a nuclear weapon-free world will become utterly unrealistic. More specifically, the NPT is exposed to four main challenges, explored in this book: challenges from outside, as three countries that have not signed the Treaty – Israel, India and Pakistan – are known to possess nuclear weapons; challenges from within, as some countries that have signed on to the Treaty as non-nuclear weapons states have nevertheless developed or are suspected to be trying to develop nuclear weapons (North Korea and Iran being cases in point); challenges from below in the shape of terrorists and other non-state actors who may want to acquire radioactive materials or even nuclear weapons; and, finally, challenges from above due to the perceived failure of the five legal nuclear weapons states to keep their part of the ‘double bargain’ made by the parties of the NPT and take serious steps towards nuclear disarmament. This book will be of much interest to students of nuclear proliferation, international security, war and conflict studies and IR in general.

This book examines the current debate on nuclear non-proliferation and disarmament, notably the international non-proliferation regime and how to implement its disarmament provisions. Discussing the requirements of a new international consensus on nuclear disarmament and non-proliferation, this book builds on the three pillars of the nuclear non-proliferation treaty (NPT): non-proliferation, disarmament and peaceful uses of nuclear energy. It reviews the impact of Cold War and post-Cold War policies on current disarmament initiatives and analyses contemporary proliferation problems: how to deal with the states that never joined the NPT (India, Pakistan and Israel); how states that have been moving toward nuclear weapons have been brought back to non-nuclear-weapon status; and, in particular, how to deal with Iran and North Korea. The analysis centres on the relationship between disarmament and non-proliferation in an increasingly multi-centric world involving China and India as well as the US, the European powers and Russia. It concludes with a description and discussion of three different worlds without nuclear weapons and their implications for nuclear disarmament policies. This book will be of great interest to all students of arms control, strategic studies, war and conflict studies, and IR/security studies in general Sverre Lodgaard is a Senior Research Fellow at the Norwegian Institute of International Affairs, Oslo

Available in PDF, EPUB and Kindle. Book excerpt: The United States–India nuclear cooperation agreement to resume civilian nuclear technology trade with India—a non-signatory of the Nuclear Nonproliferation Treaty (NPT) and a defacto nuclear weapon state—is regarded as an impetuous shift in the US nuclear nonproliferation policy. The 2008 nuclear agreement aroused sharp reactions and unleashed a storm of controversies regarding the reversal of the US nonproliferation policy and its implications for the NPT regime. This book attempts to overcome the significant empirical and theoretical deficits in understanding the rationale for the change in the US nuclear nonproliferation policy toward India. This nuclear deal has been largely related to the US foreign policy objectives, especially establishing India as a regional counter-balance to China. The author examines the US–India nuclear cooperation agreement in a bilateral context, with regard to the nuclear regime. In past discourse India has been mainly viewed as a challenger to the nuclear regime, but this reflects the paucity in understanding India’s approach to the issue of nuclear weapons. The author relates the nuclear estrangement to the disjuncture between the US and India’s respective approach to nuclear weapons, evident during the negotiations that led to the framing of the NPT. The change in the US approach towards India, the nuclear outlier, has been exclusively linked to the Bush administration, which faced considerable criticism for sidelining the nonproliferation policy. This book instead traces the shifting of nuclear goalposts to the Clinton administration following the Pokhran II nuclear tests conducted by India. Contrary to the widespread perception that the decision to offer the nuclear technology to India was an impromptu decision by the Bush administration, the author contends that it was the result of a diligent process of bilateral dialogue and interaction. This book provides a detailed overview of the rationale and the developments that led to the agreement. Employing the regime theory, the author argues that the US–India nuclear agreement was neither an overturn of the US nuclear nonproliferation policy nor an unravelling of the NPT-centric regime. Rather, it was a strategic move to accommodate India, the anomaly within the regime.

Book excerpt: As most of the world continues to seek ways to reduce or eliminate the spread of nuclear weapons, two countries seem intent on pursuing a path which is contradictory. India and Pakistan, two neighboring and frequently warring nations, condemn the use of nuclear weapons as they continue to develop the capability to deliver a nuclear payload. Additionally, India has stood against the Non-Proliferation Treaty, insisting that all nations must agree to eliminate nuclear weapons. It is against this seemingly hopeless situation that this report is focused. How can nuclear proliferation in South Asia be diffused while answering the security concerns of both India and Pakistan. What I offer here is a review of the history, the current situation for the area, and a proposed solution to this nuclear stalemate.

Book excerpt: India's arms control and nonproliferation policies have evolved in a positive direction since it declared itself a nuclear weapon power in 1998. The historic civil nuclear initiative concluded during 2005-2008 has accelerated the pace of that evolution. Further progress is at hand if Delhi and Washington agree to see cooperation on nonproliferation as part of a larger enterprise to build an enduring bilateral strategic partnership. Equally important, Delhi and Washington need to maintain the kind of mutual trust that was developed during the negotiations on the civil nuclear initiative and sustain the political will to readjust much of their traditional arms control orientation. The author looks at India's objections to the Nuclear Non-Proliferation Treaty, as well as at the Proliferation Security Initiative, U.S. and Indian high-tech export control policies, and India's role in Middle East stability.

Book excerpt: Peaceful and non-peaceful applications of nuclear technologies share a common fate: one cannot exist without the other. As the world is about to experience a nuclear renaissance, the nuclear industry has gone through a phase of consolidation. Despite more efficient intra-industry structures and technological advancements it will still not be able to close the increasing gap in energy demand to be expected in the near future. The economic attractiveness and relative absence of emissions still make atomic power an attractive candidate for an energy mix comprising several different "clean" technologies. A renewed interest in nuclear energy will at the same time demand for a robust non-proliferation framework as a safety-guarantee for the market. Export controls have been found to be an effective tool in this regard. The Zangger Committee as the legitimate interpreter of the Non-Proliferation Treaty and the Nuclear Suppliers Group representing the most influential countries in nuclear commerce have established a system of checks and balances that may not halt proliferation altogether, but which has managed to slow it down significantly. The effect of these control structures on the development of the nuclear market cannot be assessed directly. Political and security concerns particularly attributed to nuclear matters make their application a necessity for the existence of the commerce itself. Recent global efforts such as the United Nations Security Council Resolutions 1540 and 1673 are focusing on the implementation of common set of key elements for strategic trade controls. The success of these measures will have a direct impact on the sustainability of the nuclear renaissance.

Available in PDF, EPUB and Kindle. Book excerpt: This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. This book will be of much interest to students of nuclear proliferation, Cold War history, security studies and IR.

Available in PDF, EPUB and Kindle. Book excerpt: The Nuclear Non-Proliferation Treaty has long been key in non-proliferation and disarmament activities. The Treaty is the major international legal obstacle for states seeking nuclear weapon capabilities. In retrospect, and despite setbacks, the overall impact of the Nuclear Non-Proliferation Treaty has been significant and gratifying. Its continued success is by no means guaranteed. As old nuclear dangers persist and new ones evolve, policies to halt nuclear proliferation are more disparate than at any other time. Nuclear weapons remain an essential part of the security policies of leading states and many developmental states maintain strong nuclear weapon ambitions, while terrorists have actively been seeking nuclear capabilities. In search of an overarching strategy that recognizes both the flaws of the existing non-proliferation regime, and the value of some of the corrections proposed by regime critics, this volume assesses contemporary efforts to stem nuclear proliferation. In doing so, Nuclear Proliferation and International Security examines a number of cases with a view to recommending better non-proliferation tools and strategies. The contributors comprise renowned international scholars, who have been selected to obtain the best possible analyses of critically important issues related to international non-proliferation dynamics and the future integrity of the Non-Proliferation Treaty.

Book excerpt: One of the major objectives of the U.S.-India civil nuclear deal was to bring India within the international nuclear nonproliferation regime by giving it both the rights and responsibilities broadly equivalent to those of the Nuclear Non-Proliferation Treaty (NPT) member states, without requiring it to officially sign the treaty. This allows India to maintain its nuclear weapons deterrent and to obtain access to civilian nuclear technology and fuel. By the same token, the U.S.-India civil nuclear deal and the Nuclear Suppliers Group exemption compel India to commit to the same nonproliferation standards as those expected from other nuclear-armed NPT member states. This should involve India cooperating more closely with and eventually joining the four major nonproliferation groups: the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), the Australia Group (AG), and the Wassenaar Arrangement.

Available in PDF, EPUB and Kindle. Book excerpt: Is the appearance of new nuclear weapon states inevitable? Who are the sponsors and apologists of nuclear weapons, and why are others in favour of renouncing them? What are the implications for international security of the increasingly wide use of nuclear energy? How can nuclear threats be defused? Originally published in 1985, SIPRI's study suggests some answers to these questions. The book examines the situation in a number of countries of key importance for non-proliferation: the two nuclear-weapon states which have declined to join the 1968 Non-Proliferation Treaty (China and France); a group of nuclear ‘threshold’ states also remaining outside the Treaty (Argentina, Brazil, India, Israel, Pakistan, South Africa and Spain); and a group of states, both developed and developing, which for various reasons have joined the Treaty (Canada, Egypt, South Korea, Sweden, Switzerland and Taiwan). The focus of the book is on motivations for and against nuclear proliferation. An analysis of these motivations leads the editor to make detailed recommendations aimed at halting the spread of nuclear weapons. Appendices include a list of nuclear facilities in the countries studied, specifying the degree of their coverage by international controls, and other relevant documentation.
